UAE AML requirements by sector
Which businesses the regime designates, and what each one owes. The answer differs by jurisdiction: a category designated in ADGM may not be designated on the mainland, and the thresholds and supervisors differ too.
Real estate agents and brokers
Firms concluding purchase or sale transactions for customers, including brokerages, developers with an in-house sales arm, property managers and leasing agents.
Dealers in precious metals and stones
Businesses trading in gold, precious metals or gemstones at any stage of the supply chain, from extraction and refining through wholesale to retail jewellers.
Company and trust service providers
Firms forming companies for clients, acting as director, secretary, trustee or nominee shareholder, or providing registered office and administrative services.
Independent accountants and auditors
Accountancy and audit practices, including those providing bookkeeping, tax and advisory services, whether or not they currently perform the transactions listed in Article 3(4).
Lawyers, notaries and legal professionals
Law firms, legal consultancy offices and notaries, whether or not they currently perform the transactions listed in Article 3(4).
Commercial gaming operators
Licensed operators of lotteries, gaming halls, internet gaming or sports wagering, including gaming conducted on board vessels.
Dealers in high value goods
ADGM businesses buying or selling any item priced at or above USD 15,000, such as vehicles, vessels, art, antiques, jewellery, watches or commercial equipment.
NFT and utility token providers
DIFC businesses that issue Non-Fungible Tokens or Utility Tokens, or provide services relating to tokens issued by others.
